Defines deterministic, machine-verifiable requirements for the authenticity, completeness, and re-computability of digital payment records, covering payment instruction, authorization, idempotency, execution, settlement, finality, fees, refunds, and disputes. It determines whether a payment record satisfies those requirements at a specified verification time. It does not certify the lawfulness of the source of funds, does not certify KYC, AML, sanctions, or tax compliance, and does not adjudicate dispute liability.
