Defines deterministic, machine-verifiable requirements for the transparency of custodial digital asset trading platforms, covering the complete set of entities holding customer assets, cryptographic proof of control over reserve addresses, customer-verifiable liabilities, and per-asset reserve coverage. It determines whether a platform satisfies those requirements at a single specified verification point, and does not describe a continuing state.
